• Negotiations Affairs Department (NAD) - NAD is an institution of the PLO that was established in 1994 in Gaza in order to follow up on the implementation of the Interim Agreement signed between Israel and the PLO. Since its establishment, the NAD has been headed by Mr. Mahmoud Abbas (Abu Mazen), Secretary of the PLO Executive Committee. The NAD office in Gaza includes various units dealing primarily with Israeli Affairs, Israeli violations of signed agreements, Israeli settlement activities, and refugees.
